Brian O'Hara joined NARUC in January 2007 as Legislative Director -Telecommunications, Technology & Water. In that position he directs the Association’s legislative strategy and public policy activities in the areas of telecommunications, technology, water and consumer affairs. The Legislative Director is responsible for the development and implementation of the Washington Action Program, which is the Association’s advocacy program. The Legislative Director also assists NARUC members and the General Counsel in the implementation of NARUC public policy. Brian has more than 15 years of telecommunications industry experience. Before joining NARUC, he spent six years with the National Telecommunications Cooperative Association (NTCA), including three years in NTCA’s Legal and Industry Division before moving into Government Affairs. Prior to that Mr. O’Hara spent four years with the National Exchange Carrier Association (NECA), the last three as editor-in-chief of NECA's daily newsletter, Washington Watch. He also worked on Capitol Hill for members of Congress, including then-House Majority Whip David E. Bonior (D-MI). Brian graduated from St. Mary's College of Maryland with Bachelors of Arts in both history and political science and a Masters in Government from Johns Hopkins University.
